Every PermitCore error is RFC 9457 application/problem+json. Branch on type (a stable URI), not on title or detail (human-readable, may change).

When it occurs

Your key exhausted its exported-rows ceiling for the trailing 30-day window. The 429 body carries quota_kind: "monthly" and export-dimension limits.

How to fix

Monthly export quota restores progressively as usage ages out of the 30-day window; reset_at marks the next freed slot. Upgrade for a higher ceiling (Pro exports are unlimited). See Rate limits.
