Every PermitCore error is RFC 9457 application/problem+json. Branch on type (a stable URI), not on title or detail (human-readable, may change).

When it occurs

The requested group_by over the current filters would return more groups than the endpoint’s cardinality ceiling.

How to fix

Add narrowing filters or choose a coarser group_by (e.g. state instead of zip) and resubmit. Not retryable — fix the request before resubmitting; retrying unchanged returns the same error.
